Troy Belton is a Vallejo-based responsible infill developer, community advocate, and the architect of the AFGM Replication Model — a standardized, four-layer housing development system designed to address California's housing crisis at scale through operator licensing and public-private partnership.
With a track record that includes major land transactions in Solano County and deep relationships with county leadership, state legislators, and community stakeholders, Troy brings both the vision and the network to position AFGM as a statewide housing infrastructure solution. His work is driven by a lifelong commitment to conscious capitalism — building profit and purpose together, for communities that have been overlooked for too long.
Troy is an active participant in California's housing policy ecosystem, having engaged with state legislators, county supervisors, faith community leaders, and national housing development organizations in pursuit of the California Housing Accelerator Partnership and a Solano County pilot project that proves the AFGM model at scale.

California real estate and business law expertise. Experience with public-private partnerships, IP protection, and community development agreements preferred.
Housing finance, CDFI structures, New Markets Tax Credits, and community development capital stack experience. Mission-aligned advisors welcome.
Solano County or Northern California community roots. Experience in tenant relations, community organizing, faith community engagement, and anti-displacement work.
Prefab and modular construction knowledge. California contractor experience. Motel conversion and infill rehabilitation background strongly preferred.
